Contract-Ready Before the RFP Drops: The 9 Things Agencies Look For

Here's what happens to most people: an RFP posts, they get excited, and then they realize it's due in 21 days and they don't have half of what's required. 😩 The winners aren't faster writers. They were ready before it posted.

✅ The 9-item readiness checklist

  1. A legal entity in good standing — LLC, corporation, or nonprofit, with an EIN and a current state filing.

  2. Proper zoning and occupancy for your property — confirm with your city/county before you promise beds to anyone.

  3. Any license or certification your state requires — this varies widely. Some states certify recovery residences; some license community residential programs; some require nothing. Know your state's rule in writing.

  4. Insurance — general liability at minimum; many contracts also require professional liability, property, auto (if you transport), and workers' comp. Agencies often ask to be named as additional insured.

  5. Written policies and procedures — intake, house rules, drug testing, grievances, incident reporting, emergency procedures, confidentiality, and discharge.

  6. A staffing plan — who is on site, when, and what training they have.

  7. Data and documentation habits — sign-in logs, curfew checks, case notes, outcomes. If you can't prove it, it didn't happen.

  8. A simple budget and a real cost per bed — you need to know your number before they ask.

  9. References and letters of support — from probation officers, treatment providers, churches, employers, anyone who has seen your work.

🧠 Why this matters

When a contract officer reads your proposal, they're asking one question: "If I give this provider people and public dollars, will it go well — and can I prove it went well?" Every item above answers that question before you write a single word.

Pick the two items on this list you're weakest on. Work only on those for the next 7 days. Readiness is built in small, faithful steps — not in a panic three days before a deadline.
