Non-Medical Recuperative Care for People Leaving Prison: The Gap Nobody Is Filling
Picture this. đź’” A 64-year-old man is released after 20 years. He has diabetes, uses a walker, and just finished a hospital stay. A shelter won't take him. A nursing home says he doesn't qualify. Family is gone. Where does he go?
Too often the answer is: nowhere. That's the gap non-medical recuperative care was built for.
🏠What it is
Non-medical recuperative care (sometimes called medical respite) is safe, supportive housing for people who are well enough to leave the hospital or institution but too sick or frail to recover on the street or in a shelter. It is non-medical — you are not providing nursing care. You provide a clean bed, meals, help getting to appointments, medication reminders where allowed, case management, and a path to stable housing.
⚠️ Know your state's line: some services (like administering medication or hands-on personal care) can trigger assisted living or home health licensing. Get clear on what your state allows before you open.
🤝 Who refers and who pays
Department of Corrections discharge and release planners — especially for older, medically complex, or compassionate-release cases
Hospitals — people who arrive from custody or who are newly released and have no safe discharge
Managed care plans — Medicaid health plans in some states pay for recuperative care as a cost-saving service
Medicaid reentry demonstrations — several states have federal approval to begin some Medicaid services before release, which is pulling health systems into reentry planning
Grants and local funds — homelessness and health dollars often fit here
đź’ˇ Why agencies care
A medically fragile person with no safe place to go is more likely to bounce back to the ER, the hospital, or custody. Your program can reduce those costs — and that's the business case you bring to the table.
This is "the total man" work: body, mind, and spirit. It's the most compassionate lane in this industry, and it's wide open in many regions. 🙏🏾
